Non Vessel Operating Common Carriers are common carriers that forward freight and arrange the transportation of cargo on ships operated by others. As common carriers, they issue their own bills of lading and have been required to publish tariffs, although the Federal Maritime Commission (FMC) has recently revised its requirements in that regard. In the United States, they are licensed by the FMC as a kind of ocean transportation intermediary (OTI). NVOCC listings on JOC Sailings are paid listings.
