Port of Oakland Maritime Director James Kwon Resigns

James Kwon has agreed to retire as maritime director at the Port of Oakland, effective Dec. 28, following the release of a business expenditures audit that showed improper spending by port executives.

Kwon was placed on administrative leave in October when the audit, conducted by independent outside counsel Arnold & Peter, revealed that he had spent $4,500 at a strip club in Houston in 2008 and $925 at another strip club in Minneapolis in 2009, according to San Jose Mercury News.

His retirement is part of a plan implemented by the port on Dec. 10 to address lax oversight of business expenditures and guard against embarrassing, improper expenditures in the future.

As part of the plan, Kwon also reimbursed the port for the two identified improper expenditures.
